São Tomé and Príncipe. According to CountryAAH, the World Bank and the International Monetary Fund repaid São Tomé and Príncipe's multilateral debt of US $ 327 million, representing 91 percent of the country's total foreign debt. Debt amortization, a reward for the government's economic reforms, would have been granted as early as 2003 but was postponed due to political instability and ambiguity with the law governing the exploitation of the country's supposed oil resources.

During the fall, the small island nation was shaken by three minor revolts within the Ninjas elite police force. The police claimed that they had not received promised financial compensation for participation in special education in Angola in 2003. They occupied the police headquarters and took hostages. Since two rounds of negotiations only led to temporary solutions to the crisis, the army was deployed at the third occupation and seized the Mysterists. Parliament commissioned an investigation into possible political links to the police uprising.
